Problems of Evaluation in the Sphere of Medical Scientific Research

Abstract

Evaluation in Science is one of the crucial conditions for the comparison of the given goals and attained results, their quality and effectiveness. Without a good quality and objective evaluation there is the danger of scientific research being directed towards poorer quality and of becoming only a smoke screen for the realisation of either personal or group ambitions. The report deals with the analysis of some key conditions for the true development of the medical Sciences in our midst, as well as giving a list of the weak points accompanying the current system which at the moment are weakening the development and the realisation of scientific thought and research work. Particular attention was paid to the scientific administration organisation system as well as to the State the personnel base and policy in them, and to the mode of financing of the scientific research. The weak points were emphasised. Continuous and organised evaluation of all the phases of planning and realisation of research work can be a preventive and prevent deviation of the scientific-investigatory potentials from the domain of true Science into the verbal-declarative sphere and contribute to the quality increase and to a further affirmation of the medical Science in our midst.
